Why does my first love want to break up?

my boyfriend is my first love. We've been together for three years and despite all the ups and downs I've always imagined building a future with him. I know we're young but that doesn't make this hurt any less.
Yesterday we had one of the hardest conversations we've ever had. He told me he truly believes I'm the person he wants to spend his life with but he also thinks we should break up for a few years so we can both experience other relationships before settling down.
His reasoning is that we're each other's first real relationship. He believes I should experience life and other people before choosing him forever and he wants the same for himself. He says he wants to grow understand himself better and become the best version of himself for me. He genuinely believes we'll find our way back to each other someday.
He admitted that we've both made mistakes during the relationship. I've never cheated but we've both had moments where we hurt each other. He says he's seen the darkest parts of himself while being with me and doesn't want to keep hurting me. He wants us to come back one day and build a healthier relationship instead of continuing the one we have now.
The problem is... I don't want that.
I don't feel like I need to date other people to know I love him. I have no interest in seeing what's out there. The thought of losing him even temporarily breaks my heart.
What I can't understand is how someone can say they want to spend their life with you while willingly risking losing you forever. There are no guarantees. He could fall in love with someone else. I could too. Life could take us in completely different directions.
Part of me wonders if he truly believes this is the right thing or if saying "we'll find each other again" is just his way of making the breakup easier.
I don't think he's a bad person. I believe he loves me in his own way. But his actions don't match what he's telling me and I'm struggling to make sense of it.
We've actually broken up once before and he was the one who wanted us back together. I've talked to a close friend because I couldn't carry all of this on my own. He's told me before that he has trust issues and sometimes struggles to believe I've never cheated because he thinks I could do better than him. I've always tried to reassure him but it feels like he's already made up his mind.
Has anyone been through something similar? Did your partner actually come back? And if you were in my shoes how would you interpret all of this? I'm open to honest answers even if they're hard to hear.

Because these two things cannot be reconciled. Your hunch is right and your thought process too. There is no guarantee any of that works out and, more importantly, you two both end up wanting to get back together.

He's asking you to wait while he finds out if losing you is worth it, and nobody who truly wants a future with you should need that gamble

I would move on, strictly because you don’t say that to someone you love. You want to spend the rest of your life with me but you want to experience other people? Why would you put the person you love most through that? (Not to be harsh) I’m sorry and I feel for you going through this:/
